US commemorates 9/11; ceremony begins at ground zero

NEW YORK (AP) — Holding photos and reading names of loved ones lost 16 years ago, 9/11 victims' relatives marked the anniversary of the attacks at ground zero on Monday with a solemn and personal ceremony.
About a thousand 9/11 family members, survivors, rescuers and officials were gathered as the ceremony at the World Trade Center began with a moment of silence and tolling bells. Then, relatives began reading out the names of the nearly 3,000 people killed in the deadliest terror attack on American soil.
As they read, some said they couldn't believe 16 years had passed since a tragedy that still seemed, on the anniversary, so present. Some had never even had a chance to meet the relatives they lost.

"I wish more than anything that I could have met you," Ruth Daly said, her voice breaking, after she read names in remembrance of her slain grandmother, Ruth Sheila Lapin. "I'm very proud to be your namesake. I hope you're watching down on me from heaven."
Others hoped for a return to the unity they sensed after the attacks.

Magaly Lemagne, who lost her brother, Port Authority of New York and New Jersey Police Officer David Prudencio Lemagne, wept silently before collecting herself to speak.

"Our country came together that day. And it did not matter what color you were, or where you were from," she said. "I hope as we commemorate the 16th anniversary of 9/11, everyone will stop for a moment and remember all the people who gave their lives that day.

"Maybe then we can put away our disagreements and become one country again."

Expressing similar hopes, Nicholas Haros Jr. said the country's response to catastrophic recent hurricanes Harvey and Irma reminded him of the days after Sept. 11. He lost his mother, Frances.

Sixteen years later, the quiet rhythms of commemoration have become customs: a recitation of all the names of the dead, moments of silence and tolling bells, and two powerful light beams that shine through the night.

Yet each ceremony also takes on personal touches. Over the years, some name-readers have added messages ranging from the universal ("the things we think separate us really don't — we're all part of this one Earth") to the personal ("I love you and miss you. Go Packers!").

The victims died when hijacked planes slammed into the trade center, the Pentagon and a field near Shanksville, Pennsylvania, on Sept. 11, 2001, hurling America into a new consciousness of the threat of global terrorism.
President Donald Trump, a native New Yorker observing the anniversary for the first time as the nation's leader, observed a moment of silence at the White House with first lady Melania Trump.

The Trumps also planned to participate in a 9/11 observance at the Pentagon. Defense Secretary Jim Mattis and Gen. Joseph Dunford, chairman of the Joint Chiefs of Staff, are hosting a private observance for victims' relatives there at 9:11 a.m. Monday. After the names are read at that ceremony, there's a public observance, with a wreath-laying and remarks.

Vice President Mike Pence and U.S. Secretary of the Interior Ryan Zinke are scheduled to deliver remarks at the Flight 93 National Memorial near Shanksville. It's on the rural field where one of the airliners crashed after passengers and crew fought to wrest control away from the terrorists who'd hijacked it and were heading for Washington.

Construction continues at the Shanksville memorial, where ground was broken Sunday for a 93-foot (28 meters) tall Tower of Voices to honor the 33 passengers and seven crew members who died.

The ceremony amid the waterfall pools and lines of trees on the National Sept. 11 Memorial plaza strives to be apolitical: Politicians can attend, but since 2011, they haven't been allowed to read names or deliver remarks.
Yet last year's 15th-anniversary ceremony became entangled in the narrative of a fractious presidential campaign when Democratic nominee Hillary Clinton left abruptly, stumbled into a van and ultimately revealed she'd been diagnosed days earlier with pneumonia.
The episode fed into questions that then-Republican-nominee Trump had repeatedly raised about Clinton's stamina and transparency. She took three days off to recover, and Trump used footage of her stagger in a campaign ad.

Trump has often invoked his memories of 9/11 to highlight his hometown's resilience and responders' bravery. Some of his recollections have raised eyebrows, particularly remarks while talking about Muslims that "thousands of people were cheering" in Jersey City, New Jersey, as the towers fell. There is no evidence in news archives of mass celebrations by Muslims there.

Meanwhile, rebuilding and reimagining continues at ground zero. The third of four planned office towers is set to open next year; so is a Greek Orthodox church, next to the trade center site, that was crushed by the South Tower's collapse. Work toward a $250 million performing arts center continues after a design was unveiled last fall.

Most recently, plans were announced this spring to transform a grassy clearing on the memorial plaza into a walkway and area dedicated to 9/11 rescue and recovery workers, including those who died of illnesses years after being exposed to smoke, dust and ash at ground zero.

Don't fret fuel supply, officials insist

Long lines and dry pumps notwithstanding, there's gas to go around.
Just be patient, officials say.
There’s no fuel shortage, Texas Railroad Commissioner Ryan Sitton insists, it’s runaway concerns that are indeed leading to queues at gas stations, higher prices and dry pumps.
Sitton was working to put rumors to rest Thursday afternoon, and Kilgore Police Chief Todd Hunter was doing the same Friday morning, typing up a public service announcement for Facebook to try to stopper a flow of bad information, especially on social media.
As Texans to the south try to get their feet on solid ground after Hurricane Harvey, many drivers throughout the rest of the state – including Kilgore – rushed to the pumps Wednesday evening and into Thursday. News of shuttered refineries in storm-struck areas evolved into hours-long waits in some parts of Texas, price spikes and shortages in others.
“The crisis is not the fuel supply,” Sitton said in telephone interview with WFAA-TV Thursday, “it’s in people who are sitting there at a gas station.
“It’s just going to take a little time for people to know there isn’t an issue. When they do, this will pass quickly.”
It’s just a disruption, Hunter echoed Friday morning.
“We really need to put it in perspective,” he said. “We didn’t get hit by a hurricane. Our businesses and our homes are not lost. We will be inconvenienced for a few days. There’s no need for panic or concern.
“We will be the consummate Texans, and we will adapt to the needs around us.”
Locals have been calling KPD concerned they can’t find Regular Unleaded gasoline, Hunter said. Some have asked if Texas is running out of fuel.
“That’s not the case. With over 400 roads closed yesterday, there is certainly a distribution interruption, and people will have to work around those things. Vendors are working on some solutions.”
Putting together his online update, Hunter visited with Todd Staples, president of the Texas Oil and Gas Association. The former Texas Commissioner of Agriculture addressed concerns of a shortage in a statement on the association’s TXOGA.org website Thursday.
“As Hurricane Harvey dissipates, refineries and terminals are assessing the damage that may have occurred due to the storm,” Staples reported. “While typical supply patterns may be disrupted, operators continue to work with local, state and federal officials to obtain necessary regulatory approvals and identify alternative routes to mitigate those disruptions.
“The fuel distribution system in Texas and across the nation is very large and individual companies are directing all resources to safely re-engage the necessary infrastructure to work through the challenging circumstances. The industry is working to stabilize the supply chain and working with our partners in the retail gasoline business to meet the demands they are experiencing.”
FEMA, the Federal Emergency Management Agency, is encouraging consumers to maintain regular gas-buying habits, Staples added, to alleviate the surge in demand.
“We’ll just adapt to this,” Hunter said. “There’s no reason to get on the social media bandwagon and cause angst among our fellow Texans.”
Sitton says he understands drivers’ concerns: seeing huge lines at the gas station and bags on the pumps. It’s a situation that feeds on itself, especially on social media.
“That dynamic, that reaction is what’s causing this,” he said, and in some parts of the state, “the gas station can’t get gasoline today to respond to this very short-term demand. They might not get it tomorrow. It may take a few days.”
Yes, Sitton confirmed, 15 refineries have shut down or are at reduced-capacity. That cuts the United States’ refining capacity by 3 million barrels a day.
That said, “There are 230 million barrels of gasoline in storage in the United States, and it’s just a logistics issue of getting that gasoline from those inventories to those gas stations, and that may take a couple, three days,” he said. That’s how long it normally takes, but there’s less demand in the meantime. ““The only problem right now is there’s such a run on the gas stations, and people are – I hate to use the word – panicking. They’re panicking and making a run on the gas stations. That’s what’s causing this perception, and it’s causing this concern.”

Hurricane Harvey may have just changed the U.S. auto market

The flooding caused by Hurricane Harvey may have destroyed 1 million cars—and in doing so, totally changed the U.S. used auto market.
As the city works to assess the damage of historic rainfall and unprecedented flooding, analysts are starting to issue estimates on how many cars will be unrecoverable. It's bad. 
Analysts from Evercore ISI said more than 1 in 7 cars in the Houston area could be done for, while an economist for Cox Automotive is estimating between 300,000 and 500,000 people will have lost their cars, according to USA Today.
Adding in the number of cars lost by businesses—including car dealerships—and estimates are reaching 1 million, according to auto analysis firm Black Book. 
That's been enough to spur expectations that used car prices will rise.
The need for cars in Houston may be enough to reverse the recent all-around trend of declining used car prices and depreciation in the value of new cars. As of August, the average used car price had dropped 17 percent in the last year, according to Black Book. That was partly blamed on oversupply, due to pretty decent numbers for new car sales. 
Keep in mind: Houston's a spread out city, meaning just about everyone has their own car. Now, Houstonians (especially those with flood insurance on their cars) will be opening their wallets to buy new vehicles.
